History And Struggle Of The Reservation In Government Jobs

In the year 1970s, the employment opportunities for the blind in mainstream job market (both private and Govt.) were not available. Consequently, Federation focused on formulation of effective policies for the disabled in general and blind in particular to open up employment in the Govt. sector since 1978.

The main initiative in this direction was undertaken in the year 1980 when on 16th March 1980, Members of the Federation under the dynamic leadership of its General Secretary Shri S.K. Rungta took to streets to knock the doors of Prime Minister of India for ensuring effective reservation policy for persons with disabilities in Govt. jobs.

The procession of the Federation was lathi charged by the police but the relentless struggle continued. This incident of lathi charge created not only vide spread anger and condemnation but also resulted into introduction of a private Member Bill on the employment for the disabled which was introduced by Prof. Madhu Dandwate in Lok Sabha.

Efforts Towards Government Jobs – Filling Form Etc

The Federation help to its members in getting the government jobs by approaching the Departments/Ministries/Autonomous Bodies to implement 3% reservation scheme in favor of persons with disabilities. The online application forms are filled up by the Federation free of charges.

TRC And Other Schemes

Training & Rehabilitation Centers: –

In this era of Globalization, Liberalization and new Technological Development, the job opportunities in Govt. and Public Sector are minimizing day by day. To counter this situation the Federation has opened training and rehabilitation centers in different parts of the country. In these centers the blind persons are imparted training in various trades and later their skills are used in production centers where a number of items are prepared by the blind themselves. The items are later sold in market by the Federation. The trainees are also paid stipend during the training period. These training centers are also preparing the blind for starting their own self-employment ventures. Presently the Federation is running this scheme on the following centers:

  1. Training cum rehabilitation centre at Kanpur Blind school, 110/ Nehru Nagar Kanpur
    Established in the year 2005. It has 19 number of beneficiaries at present who are engaged in manufacturing paper plates, dona and pattals etc.
  2. Training cum rehabilitation Centre at S-17/24-15-1, Charan Nagar Colony Nadesar Varanasi (U.P.)
    Established in the year 2009. It has 13 number of beneficiaries at present who are engaged in manufacturing paper plates, dona and pattals etc.
  3. Training cum rehabilitation Centre at Mill Road opp. Dashhara Ground, Ram Bagh, Near Rotary Hospital, Ambala Cantt.
